BINATIKOS ni Senador Panfilo “Ping” Lacson ang umano’y paglabag sa protocol na posibleng naging sanhi ng agarang pagpapatalsik kay Police General Nicolas D. Torre III bilang hepe ng Philippine National Police (PNP).

Ayon kay Lacson, lumampas sa saklaw ng awtoridad si Torre nang alisin sa puwesto si Lt. Gen. Jose Melencio Nartatez Jr. nang walang pahintulot mula sa Palasyo, Department of the Interior and Local Government (DILG) o National Police Commission.

“Even when former President Joseph Estrada gave me the blanket authority to run and manage the PNP… I did not exercise absolute authority over the designations of the members of the Command Group,” aniya.

Ipinalabas ang nasabing pahayag kasunod ng memo na nilagdaan ni Executive Secretary Lucas P. Bersamin noong Agosto 25, na nag-aatas ng agarang pagbakante ni Torre sa kanyang puwesto at kumpletong turnover ng mga dokumento at responsibilidad.

Bagama’t walang opisyal na paliwanag mula sa Malacañang, iginiit ni Lacson: “The relief of P/Gen. Torre is the sole prerogative of the President of the Philippines.”

Samantala, sinang-ayunan ni Senate President Francis “Chiz” Escudero ang paninindigan ni Lacson.

“May kapangyarihan ang Pangulo na gawin ‘yun dahil serving at the pleasure of the President ang sinumang PNP chief,” aniya.

Inamin din niyang nabigla siya sa balita kaugnay ng pagkakatanggal kay Torre.

“Ikinagulat din marahil ng marami, kabilang na ako do’n, ‘yung pagkaka-relieve niya,” ani Escudero.

Tiniyak din ni Escudero na hindi maaapektuhan ang trabaho ng kapulisan. “Wala akong nakikitang epekto… umaasa ako na patuloy na gagampanan ng ating kapulisan ang kanilang sinumpaang tungkulin,” pahayag niya.

Sa panig naman ni Senate President Pro Tempore Jinggoy Estrada, iginiit din niya ang kapangyarihan ng Pangulo sa ganitong desisyon.

“Like any other appointee in the Executive branch, he serves at the pleasure of the President, which means he can be removed at any time,” ani Estrada. “I trust that this decision was made with the best interests of the Filipino people in mind.”

Ayon sa mga ulat na mula umano sa DILG, si Nartatez—na dating inalis ni Torre—ang itinalagang kapalit bilang bagong PNP chief. Wala pang opisyal na pahayag mula sa Malacañang sa oras ng pagsulat ng balitang ito.

Sa huli, iginiit ni Lacson ang kahalagahan ng maayos na transisyon. “What is important at this point is a smooth transition and transfer of command and authority so as not to hamper the overall mission of the PNP to continue maintaining peace and order for the benefit of the people whom they have sworn to ‘serve and protect’,” ani Lacson.
