UMAASA si House Minority Leader Marcelino “Nonoy” Libanan ng 4Ps party-list na ang bagong tatag na Independent Commission for Infrastructure (ICI) na magsasagawa ng isang “highly aggressive” na imbestigasyon ay makapagpapabalik sa tiwala ng publiko at mapapanagot ang lahat ng kasangkot.

Layon ng imbestigasyon ng ICI na mapuksa ang korapsyon sa mga flood control project at iba pang imprastruktura na itinatayo ng gobyerno.

“We expect the fact-finding Commission to leave no stone unturned ― to follow the money, unmask the perpetrators, and recommend the filing of charges against every official and private contractor involved in the plunder of public infrastructure funds,” ani Libanan.

“This is the only way to end the culture of impunity and make sure that future projects truly serve the Filipino people,” dagdag pa ng mambabatas.

Naglabas si Pangulong Ferdinand Marcos Jr. ng Executive Order (EO) No. 94 noong Setyembre 11, na bumuo ng tatlong-miyembrong ICI bilang tugon sa galit ng publiko hinggil sa umano’y malawakang anomalya sa mga proyekto sa flood control at iba pang kaugnay na imprastruktura sa nakalipas na dekada.

Inaasahan na mismo ang Pangulo ang mag-aanunsyo ng itatalagang chairperson ng ICI sa mga susunod na araw.

Ayon sa Presidential Communications Office noong Setyembre 13, sina dating Department of Public Works and Highways Secretary Rogelio Singson at SGV and Co. Country Managing Partner Rossana Fajardo ang hinirang na dalawang miyembro ng ICI, habang si Baguio City Mayor Benjamin Magalong naman ang itinalagang special adviser at investigator ng ICI.

“The creation of the Commission demonstrates that the government is determined to root out corruption in public works without fear or favor,” sabi ni Libanan.

Malugod na tinanggap ni Libanan ang malawak na kapangyarihang ibinigay sa ICI, kabilang ang awtoridad na mag-isyu ng subpoenas, ipatawag ang mga testigo, humingi ng mga dokumento mula sa mga ahensiya ng pamahalaan, at magrekomenda ng pagsasampa ng mga kasong kriminal, sibil o administratibo laban sa mga tiwaling opisyal at kontratista.

“The Filipino people deserve transparency and justice. We will closely monitor the Commission’s progress to make sure its work does not stop at reports and recommendations, but leads to real prosecutions and convictions,” sabi pa ni Libanan.

Si Libanan ay isang abogado at minsang naging chairperson ng House committee on justice.

Nanawagan din ang House minority leader sa mga whistleblower na lumantad, at tiniyak sa kanila na mayroong Witness Protection, Security and Benefit Program na magpoprotekta sa kanila laban sa mga banta o posibleng ganting-aksyon.

“With this Commission, we now have a vital opportunity to restore public trust and ensure that every peso of infrastructure funding serves the public good. We will also work to translate its findings into stronger legislative safeguards to prevent the plunder of public works money from ever happening again,” pagtatapos ni Libanan.
