NAGHAIN si Sen. Loren Legarda ng panukalang batas na gagawing 16-anyos ang minimum age ng mga account owners ng social media (soc med).

Ayon sa senador, kailangan ang mas matibay na safeguards upang maprotektahan ang mga bata laban sa online harms.

Layunin ng Senate Bill No. 1955 o Children’s Safety in Social Media Act ni Legarda, na i-regulate ang access ng mga bata sa social media sa pamamagitan ng paglalagay ng pangunahing responsibilidad sa platform providers na ipatupad ang age restrictions at child-safety measures.

Layunin ng panukala na tugunan ang mga panganib na kaugnay ng exposure ng mga bata sa cyberbullying, misinformation, harmful content at compulsive use patterns sa social media platforms.

Sa ilalim ng panukala, paghihigpitan ang mga batang wala pang 16-anyos sa pagmamay-ari ng accounts sa covered age-restricted social media platforms.

Inaatasan ng bill ang social media platform providers na gumawa ng reasonable, proportionate at privacy-preserving steps upang pigilan ang underage users na gumawa ng accounts.

“Our children deserve that same protection now, in spaces where algorithms shape what they see, what they believe, and how they behave,” ani Legarda.

Inaatasan din ng bill na sumunod sa Data Privacy Act of 2012 ang age assurance safeguards. Nakasaad dito ang data minimization at ipinagbabawal ang mandatory use ng government-issued identification bilang tanging paraan ng verification.

Sinabi ni Legarda na dapat manatiling tugma sa constitutional freedoms ang proposed regulation.

“While freedom of expression remains a cornerstone of our democratic life, it must be exercised within the bounds of law and with due regard for the rights of others,” sabi niya.

Isinusulong din ng panukala ang digital citizenship, media and information literacy programs sa mga paaralan, practical parental guidance tools at malinaw na options sa platforms.

Iminumungkahi rin nito ang paglikha ng Inter-Agency Council na pangungunahan ng Department of Information and Communications Technology kasama ang National Privacy Commission, National Telecommunications Commission, Department of Education, Department of Social Welfare and Development at Department of Justice.

Sinabi niya na kailangan ang pagtutulungan ng gobyerno, paaralan, pamilya at technology platforms upang maprotektahan ang mga bata sa digital spaces.

“It takes a village to raise a child, and it likewise takes a whole-of-society framework to protect children in digital spaces shaped by rapidly evolving technologies,” ani Legarda.
