KWINESTYON ni senator-judge Vicente Sotto III si dating Office of the Vice President special disbursing officer Gina Acosta kung paano naisagawa ang confidential fund activities sa 132 lugar sa buong bansa sa loob ng 11 araw gayong hindi niya maaaring ipasa sa iba ang awtoridad na maglabas ng pondo.

Sinabi ni Sotto na si Acosta ang opisyal na awtorisadong maglabas ng confidential funds at hindi niya maaaring ipasa ang naturang awtoridad sa ibang tauhan ng OVP.

“So, therefore, the answer is no. You cannot delegate your powers to others. That is different, you released the funds. Now, my question is this: You cannot delegate to regional officers in the OVP?” ani Sotto.

Binanggit ni Sotto ang isang utilization report na nagpapakitang may confidential fund activities sa 132 lugar sa buong bansa sa loob ng 11 araw, kabilang ang mga holiday.

Sinabi ni Acosta na itinalaga ni Vice President Duterte si Col. Raymund Dante Lachica bilang OVP security officer upang magpatupad at magsagawa ng confidential operations sa mga lugar na sakop ng operasyon.

Tinukoy niya si Lachica bilang “expert.”

Tinanong naman ni Sotto kung kayang saklawin ni Lachica nang mag-isa ang lahat ng 132 lugar sa loob ng 11 araw.

Sinabi ni Acosta na hindi niya masasabi. Idinagdag niya na si Lachica ang OVP security officer at commanding chief ng Vice Presidential Security Protection Group.
