PINAREREPASO ni Leyte 1st District Rep. Ferdinand Martin G. Romualdez ang Free Higher Education Law upang matugunan ang mga isyu na maaaring dahilan kung bakit mataas pa rin ang dropout rate kahit libre na ang matrikula sa mga pampublikong kolehiyo at unibersidad.

“Free tuition was a landmark achievement, but the work is far from over. Nearly four out of 10 students in state universities and colleges are still dropping out. In some regions, the situation is even more alarming,” ani Romualdez.

Batay sa datos ng Second Congressional Commission on Education (EDCOM 2), umabot sa 39 porsiyento ang dropout rate sa buong bansa sa school year 2023-2024.

Pinakamataas ang dropout rate sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) na umabot sa 93.4 porsiyento. Sinundan ito ng Central Visayas na may 60.7 porsiyento; Zamboanga Peninsula, 59.5 porsiyento; Cordillera, 54.9 porsiyento; Metro Manila, 52.4 porsiyento; Soccsksargen, 51.2 porsiyento; at Western Visayas, 50.2 porsiyento.

“These are not just statistics. They are shattered dreams and interrupted futures, often because students cannot afford transportation, food, rent, books or internet,” ayon sa mambabatas.

“We need to protect and build on the gains of the Free Higher Education Law by ensuring students have the means to actually finish school,” dagdag pa ni Romualdez.

Ipinahayag din niya ang buong suporta sa House Resolution No. 61 na inihain ni Bicol Saro Party-list Rep. Terry Ridon, na naglalayong repasuhin ang implementasyon at kakayahan ng Republic Act No. 10931 o Universal Access to Quality Tertiary Education Act.

Binigyang-diin ng Speaker ng 19th Congress na dapat nakatuon ang pagsusuri sa pagbibigay ng karagdagang suporta sa mga estudyante bukod sa libreng tuition, upang matiyak na matatapos nila ang kanilang pag-aaral.

Nanawagan si Romualdez sa pamahalaan na magbigay ng buwanang allowance, tulong sa pamasahe, pagkain at internet para sa mga estudyante.

“This is a gap we must urgently fill. If we truly want free higher education to be a ladder out of poverty, we need to make sure our students can actually stay in school and graduate,” ayon sa mambabatas.

Tinukoy rin ni Romualdez ang resulta ng Pulse Asia survey noong Enero 2024 na pinangunahan ni Senador Sherwin Gatchalian, kung saan lumabas na 98 porsiyento ng mga Pilipino ang sumasang-ayon sa libreng matrikula sa mga pampublikong kolehiyo.

Ayon sa kanya, ang napakalakas na suporta ng publiko ay patunay na may pambansang mandato para palakasin at palawakin pa ang batas.

“The Free Higher Education Law has changed millions of lives. But transformation is not complete when so many students are forced to drop out. Our mission is not just to provide access, but to ensure completion,” giit ng kongresista.

Muling tiniyak ni Romualdez na ang Kamara ay nakatuon sa pagsusulong ng mga reporma sa edukasyon para sa pagkakapantay-pantay, pag-unlad ng kabataan at kaunlaran ng bansa.

“We owe it to our students to fund this law properly. We owe it to every Filipino family to give their children a real chance at a better future. And we owe it to the nation to make education a powerful equalizer, not an unfinished promise,” dagdag pa ni Romualdez.
