MARIING pinabulaanan ni Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan ang kumakalat na alegasyon sa social media na anim na mambabatas umano ang nakakuha ng P800 bilyong halaga ng mga proyekto para sa flood control.

Sa pagharap ng kalihim sa pagdinig ng House Committee on Public Accounts, tinawag ni Bonoan ang naturang paratang bilang “preposterous” o lubhang katawa-tawa at walang anumang batayan, sa pagtalakay ng mga programa ng ahensya.

“Well, I have gone through, actually, the political blogger that you’ve given me, Your Honor. And what I can say, we don’t have this kind of information at all in the department. To me, it’s a little preposterous, actually, to have something like this—P800 billion for six members of Congress,” ani Bonoan.

Binanggit ni Senior Deputy Speaker David “Jay-jay” Suarez ang isyu, na tumukoy sa isang viral Facebook post na nagsasabing may ilang kongresista umanong nagmaniobra ng pondo para sa sariling interes.

“I was informed that there have been posts on social media circulating identifying certain members of the House of Representatives, malicious in fact, stating that these congressmen control X amount of flood control projects, etc., etc., which has been shared many times,” ayon kay Suarez.

Dagdag pa ng mambabatas, “Now, for the sake of transparency, truthfulness, can I ask the good secretary to comment on these malicious posts?”

Kinumpirma ni Bonoan na ang naturang post ay nagsasabing “six congressmen have cornered P800 billion for flood control projects.”

Dahil dito, diretsahang tinanong ni Ako Bicol Rep. Alfredo Garbin Jr. si Bonoan kung may ganitong alokasyon ba talagang umiiral.

Sagot ni Bonoan, “What I’m saying is that we don’t have any specific record of this kind of allocation for the six congressmen that has been put into this [post].”

Ayon naman kay Committee Chair at Bicol Saro Party-list Rep. Terry Ridon, hindi galing sa lehitimong media outlet ang alegasyon kundi mula lamang sa isang blog post sa Facebook.

Iginiit ni Suarez na seryoso ang Kamara sa pagharap sa isyu, lalo na’t bahagi ito ng tungkulin nilang bantayan ang paggastos sa imprastraktura bilang tugon sa panawagan ni Pangulong Marcos sa kanyang State of the Nation Address.

Giit niya, “Alam mo, sa problema na nangyayari sa ating bansa, pinupulitika ito ng marami. Tuturo, gagawa ng kuwento. Ang problema, hindi naman totoo at walang basehan.”

“It’s totally unfair, especially if you’re out to destroy the good name of people who were duly elected by their districts,” dagdag pa ni Suarez.

Sinabi ni Suarez, hindi papayagan ng Kongreso na sirain ng maling impormasyon ang tiwala ng publiko sa mga institusyon.

“We need to get our facts. We need to get the truth, especially when we’re trying to investigate issues and problems that affect the country,” ayon pa sa kongresista mula sa Quezon.

“If there are malicious people who want to take advantage of this by throwing out fake news, fake posts meant to malign and destroy the good name, hindi po pwede ‘yan.

Walang lugar po sa atin ‘yun at higit sa lahat, hindi po tama ‘yun,” dagdag pa ng mambabatas.

Ang pagdinig ay bahagi ng pormal na pagsusuri ng Kamara sa mga proyekto ng flood control at drainage systems sa ilalim ng DPWH Unified Project Management Office – Flood Control Cluster. Ito ay isinagawa bilang tugon sa malawakang pagbaha sa iba’t ibang bahagi ng bansa, na naglalantad sa kahalagahan ng maayos, epektibo, at tapat na pagpaplano sa imprastraktura.

Tinututukan ngayon ng mga mambabatas sa Kamara ang performance, paggamit ng pondo, at mga mekanismo ng oversight, alinsunod sa panawagan ng Pangulo na tapusin ang mga “ghost projects,” katiwalian, at mababang kalidad ng trabaho sa mga proyekto ng gobyerno.
