“SHUT the eff up.”

Sa matapang na pahayag na ito, iniutos ni Senate President Pro Tempore Panfilo “Ping” Lacson ang pagpapatuloy ng pagdinig ng Senate Blue Ribbon Committee sa mga umano’y anomalya sa flood-control projects, kasabay ng mariing pagtugon sa mga bumabatikos sa imbestigasyon.

“With all that being said, as the Chairman of this Committee, I say to you, shut the eff up. Let us now resume our hearings,” ani Lacson sa pagbubukas ng ikawalong public hearing ng komite na isinagawa motu proprio in aid of legislation.

Sinabi ni Lacson na tinatapos na ng komite ang isang partial report na maaaring ipamahagi sa mga tanggapan ng Senado sa mga susunod na araw.

“We reconvene today for the eighth public hearing on the motu proprio inquiry in aid of legislation and investigation into the flood control anomaly, even as we are already finalizing the Partial Committee Report to be routed to your offices as early as next week,” ani Lacson.

Itinanggi niya ang paratang na walang nararating ang imbestigasyon at iginiit na marami nang nalantad mula nang sumiklab ang isyu noong nakaraang taon.

“Contrary to the lies and obfuscations that naysayers are trying to spread around, your Blue Ribbon Committee has accomplished so much since the flood control scandal broke wide open in the middle of last year,” ani Lacson.

Binalikan niya ang mga unang pagdinig na tumuon sa Bulacan First District Engineering Office at sinabi niyang nakapagtala ang komite ng mga sinumpaang testimonya mula sa mga opisyal at kontratista ng DPWH.

“Since the Bulacan First District Engineering Office was exposed as the epicenter of the biggest corruption saga in recent history, your Committee was able to hear and record the sworn testimonies of DPWH District Engineer Henry Alcantara, Assistant District Engineer Bryce Hernandez, J.P. Mendoza and the rest of the so-called BGC boys,” ani Lacson.

Ayon sa kanya, inilarawan sa mga testimonya ang umano’y pagsasabwatan upang ilihis ang pondo ng flood-control projects.

“Not from extortion for protection activities involving business establishments, but through an elaborate conspiracy in siphoning funds from the country’s national budget intended for flood control projects to protect lives and properties of Filipinos in low-lying areas,” dagdag niya.

Sinabi ni Lacson na lumawak ang saklaw ng imbestigasyon at natukoy ang umano’y in-house contracting, bid rigging, padded contracts, license renting, substandard infrastructure, at ghost projects.

“Your Committee followed the money and paper trails… which revealed the deep web of in-house contracting, bid-rigging, padded contract costs and license renting,” ani Lacson.

Binanggit din niya na may mga kasong naisampa na at marami pang sinisiyasat.

“Sa kasalukuyan na say speak, may mga nakasakdal na sa Sandigan Bayan at sa mga regular na Korte ng Bansa, at marami pa ang sumasailalim sa preliminary investigations ng Ombudsman and Department of Justice,” ani Lacson.

Dagdag pa niya, “As of the latest count, at least P21.7 billion in bank accounts and other forms of assets are frozen upon written order by the Court of Appeals.”

Ayon kay Lacson, may mga indibidwal na nasa ilalim na ng witness protection program ng Department of Justice at may mga kasunduang restitution.

“May mga sumasailalim na rin sa witness protection program ng DOJ upang tumulong palakasin ang mga ebidensya habang nangangako na magre-restitute ng napagkasundoang halaga,” ani Lacson.

Sinabi rin niyang nabunyag sa mga pagdinig ang isyu ng conflict of interest sa Philippine Contractors Accreditation Board, pagbabalik ng mga blacklisted na kumpanya sa ilalim ng bagong pangalan, at pagbibigay ng kontrata sa mga kumpanyang kulang sa kapital.

“We always go where the evidence leads us. We do not target any particular person, nor do we have the intention to cover up for anybody,” ani Lacson.

Tinukoy rin niya ang mga pagbabagong ipinatupad sa proseso ng pambansang badyet, kabilang ang mas bukas at live-streamed na bicameral conference committee proceedings.

“This includes our transition to live-streamed and open BICAM… that detailed budget amendments… are now traceable to their proponents,” ani Lacson.

Bilang tugon sa mga kritiko, sinabi niya, “Your noise will not silence the truth… Only evidence does.”

Matapos ang pahayag, kinilala ng komite ang mga dumalong resource persons, kabilang si Batangas 1st District Rep. Leandro Leviste, dating DPWH Secretary Manuel “Manolo” Bonoan, at mga opisyal ng DPWH at Department of Justice.

Nagpasalamat si Lacson kina Leviste at Bonoan at inilatag ang mga isyung tatalakayin, kabilang ang umano’y maling grid coordinates na isinumite sa Office of the President, ang papel ni General Nick Torre sa usapin ng kustodiya, at ang Cabral files na maaaring talakayin sa executive session.

Humiling si Senate President Vicente “Tito” Sotto III ng ulat hinggil sa pagtugon sa 12 subpoena na kanyang ipinalabas at binanggit ang posibilidad ng show-cause orders o warrant of arrest laban sa mga hindi sumunod.

Ayon kay Lacson, lahat ng ipinatawag ay dumalo maliban kay Zaldy Co, at inatasan ang secretariat na magpalabas ng show-cause orders alinsunod sa umiiral na patakaran.
