INIREKOMENDA ng liderato ng Kamara de Representantes, sa pangunguna ni Deputy Speaker Ronnie Puno kasama ang mga pinuno ng mga pangunahing partido sa Kamara, na ibalik ang panukalang P6.793-trilyong 2026 National Expenditure Program (NEP) sa Department of Budget and Management (DBM) nitong Miyerkules.

Sinabi ng mga lider ng Kamara na may nadiskubre silang seryosong iregularidad at systemic anomalies sa paggawa ng 2026 NEP, na matatagpuan sa mga budget book ng Department of Public Works and Highways (DPWH), Department of the Interior and Local Government (DILG), Philippine National Police (PNP) at Department of Agriculture (DA).

“We cannot, in good conscience, begin deliberations on a national budget that is riddled with questionable allocations,” pahayag ni Puno. “The House owes it to the Filipino people to ensure that every peso is allocated properly, transparently, and free of corruption. At this point, the 2026 NEP falls short of that standard.”

Kasama ni Puno, na chairman of the National Unity Party (NUP), sina Deputy Speakers Janette Garin (Lakas-Christian Muslim Democrats) at Bambi Emano (Nacionalista Party), at sina Reps. Mark Enverga (Nationalist People’s Coalition), Eleandro Jesus “Budoy” Madrona (NP), Rolan Valeriano (NUP) at Jose Alvarez (NPC).

Kabilang sa mga tinukoy na iregularidad ang:

• Flood-control projects na may magkakaparehong halaga, na umaabot sa tens of billions of pesos, na tila “templated” o kinopya lang;

• Double appropriations o pondo para sa mga proyektong tapos na;

• Oversized lump-sum “nationwide” na alokasyon sa ilalim ng DPWH na nagpapahina sa transparency at sagabal sa pagbusisi;

• Mga report ng unsolicited proposal para sa bilyong halaga ng armas sa ilalim ng DILG/PNP, na maaaring maging daan sa insertions sa labas ng orihinal na panukala ng Pangulo;

• Mga report ng “allocation-for-sale” schemes sa budget ng DA para sa farm-to-market roads.

“These are not isolated mistakes. They reflect deeper flaws in the way the budget was crafted,” giit ng mga lider ng Kamara. “Before Congress can deliberate responsibly, the Executive must first correct and clean up these provisions.”

Nanawagan ang House leadership sa mga kalihim ng DPWH, DBM, DA at DILG, pati na rin sa Chief PNP, na ipaliwanag kay Pangulong Ferdinand R. Marcos Jr. at sa publiko kung paano nakalusot ang mga anomalya sa proseso ng pagbuo ng badyet.

“We respect the President’s vision of a Bagong Pilipinas, but that vision cannot be achieved if his Cabinet submits a budget that invites corruption and mismanagement,” pahayag nila. “It is their duty to account for these lapses.”

Tiniyak ng Kamara na handa silang ipasa ang isang badyet na makatao, malinaw at kapani-paniwala kapag na-resubmit na ang binagong bersyon mula sa Palasyo.

“The House of the People stands firm: no budget riddled with anomalies will pass under our watch. Our constitutional power of the purse exists precisely to safeguard the hard-earned money of the Filipino taxpayer. That is a duty we will never abandon,” anila sa kanilang pahayag.
