PORMAL nang muling nanungkulan bilang Senate President si Senador Vicente “Tito” Sotto III nitong Lunes, Setyembre 8, 2025, matapos siyang mahalal ng kanyang mga kapwa senador sa pagbubukas ng unang regular na sesyon ng Ika-20 Kongreso. Sa kanyang talumpati ng pagtanggap, inilahad niya ang kanyang mga prinsipyo sa paggawa ng batas, muling binigyang-diin ang kanyang paninindigan para sa kalayaan ng institusyon, at tinukoy ang isyu ng katiwalian sa pamahalaan.

“You have gifted me the honor of being your Senate President the second time around,” pahayag ni Sotto. “To reiterate my statement from my previous election, I did not become your superior. I am simply a presider of your session. I am your listener, your advisor, if you so desire, your enabler for anything within my power to do so. I am primus inter pares, or first among equals, but among equals.”

Ipinahayag niya ang hangaring panatilihin ang Senado bilang isang institusyong “cooperative but independent, balanced, transparent, and sincere,” at binigyang-diin ang integridad ng institusyon bilang pangunahing prinsipyo ng kanyang pamumuno.

Tinukoy ni Sotto ang mga umiiral na hinanakit ng publiko ukol sa katiwalian sa gobyerno, kabilang na ang ilang isyu sa imprastraktura at edukasyon. “Our people are enraged by corruption—corruption that is now seen, heard, and felt by Filipinos more than ever,” aniya. “The failed flood control projects that are supposed to protect the lives, livelihood, and properties of our countrymen, the dilapidated classrooms for our students, and the lack of quality farm-to-market routes to aid our farmers—all are engulfed in corruption, hindering the progress of the nation as a whole.”

Ikinuwento rin niya ang mga hakbang na isinagawa noong una siyang naging pinuno ng Senado noong 2018, partikular ang pagtutol ng Senado sa P75 bilyong realignment sa 2019 national budget matapos itong maratipikahan ng bicameral conference committee. Ang nasabing pondo ay ibinasura ni dating Pangulong Rodrigo Duterte matapos ang apela ng Senado. Binanggit din niya ang natuklasan ni Senador Panfilo Lacson hinggil sa hindi nagamit na P8.3 bilyong pondo sa 2017 budget.

“Corruption is now perceived by our people to be in the whole of government,” ani Sotto. “But with the political will of those in position, and together with the vigilance and clamor from the public, we can fight this and bring transparency and true accountability that our nation deserves.”

Sa kanyang talumpati, sinipi rin niya ang 1 Pedro 5:2–3:

“Be shepherds of God’s flock that is under your care… not lording it over those entrusted to you, but being examples to the flock.”

Sa pagtatapos ng kanyang mensahe, nagpasalamat siya sa kanyang pamilya at binalikan ang pamana ng kanilang serbisyo publiko:

“Allow me to also thank my family, especially my wife Helen, for her unconditional love and unwavering support. Dala ko po ang aral mula sa aking mga magulang at mga ninuno na nauna rito magsilbi sa bayan dito sa Senado.”

Natapos ang sesyon sa pormal na pagkilala ng Senado kay Sotto bilang Senate President.
