ANG pagdiin ng Supreme Court (SC) sa isang “expeditious” na proseso ng impeachment ay bumabalik mismo laban sa mataas na hukuman, lalo’t may matagal nang nakabinbing mga kaso na hindi nareresolba sa loob ng 24 na buwan, ani Bicol Saro Party-list Rep. Terry L. Ridon nitong Sabado.

Ayon kay Ridon, isang abogado at chairman ng House committee on public accounts, matagal nang iginigiit ng SC na ang impeachment ay dapat kumilos nang mabilis — pero ang Konstitusyon din ay nagtatakda ng malinaw na timeline para sa hudikatura.

“Very important din po siguro tutal parang very concerned ang Korte Suprema sa usapin ng timelines, sinasabi po nila dahil impeachment should be an expeditious process,” sinabi ni Ridon sa Saturday Media Forum sa Dapo Restaurant sa Quezon City.

“But we’d also like to bring the question back to the Supreme Court today,” dagdag niya.

Sinabi ni Ridon na dapat ding suriin ng Korte ang sarili nitong rekord bago nito pagsabihan ang Kongreso tungkol sa bilis at pagiging episyente.

“So ibig sabihin to speak it to Congress that impeachment is an expeditious matter, I think they should look at themselves as well on whether or not they are able to comply with this particular 24-month period to resolve cases within their court,” ani Ridon.

Tinukoy niya ang isang self-executing provision ng 1987 Constitution na nag‑uutos na ang mga kaso sa SC ay dapat maresolba sa loob ng 24 na buwan mula sa huling pagsusumite ng briefs o memoranda.

“Isa po doon sa very clear, self-executing provision ng 1987 Constitution ay dapat ang mga kaso ng Korte Suprema ay dapat na-resolve within 24 months from the last submission of a brief and memoranda or similar documents,” aniya.

Kinuwestiyon din ni Ridon kung palagi bang nasusunod ng SC ang rekisitong ito ng Konstitusyon, lalo’t may ilang kasong may mataas na interes ng publiko na hindi pa rin nareresolba.

“Very important for the Supreme Court to also respond. Nagagawa ba nila ito?” tanong ni Ridon. “Because I’m quite certain there’s several very high public interest cases, like ’yung non-contact apprehension case. It has been pending with the Supreme Court for the longest time. It has not yet been resolved.”

Sa kabila nito, sinabi ni Ridon na magpapatuloy ang Kongreso sa pagtupad sa konstitusyonal nitong tungkulin.

“We will proceed with our mandate in the impeachment proceedings,” aniya, at binigyang-diin na ang desisyon ng Kamara ay mananatiling nakabatay sa mga katotohanan, ebidensiya at konsensiya ng bawat mambabatas.
